1. Scope
These rules cover campaigns announced on horizontdiy.org by the Ukrainian legal entity БЛАГОДІЙНА ОРГАНІЗАЦІЯ «МІЖНАРОДНИЙ БЛАГОДІЙНИЙ ФОНД «ГОРИЗОНТ ДІЙ»», EDRPOU 46238820, English name INTERNATIONAL CHARITABLE FOUNDATION “ACTION HORIZON”. They supplement the Public offer; individually agreed lawful donation terms remain applicable.
A private fundraiser or use of the logo does not establish Foundation approval. Verify a campaign by emailing horizontdiy.help@gmail.com.
2. Information before fundraising
A campaign page states its purpose, code, target and explanation of the need, the available donation methods — account details and payment purpose and, once enabled, online payment through WayForPay — and its current status. Where determined, it includes a deadline, budget, purchase scope and recipient; sensitive information may be restricted. Section 6 specifies the report publication deadline.
The purpose must match the Charter and a verified need. We appoint people responsible for accounting, change decisions and information publication for each campaign. We do not guarantee delivery of a particular item before confirming purchase feasibility.
3. Accounting and progress figures
A donation is recorded after confirmation — a bank transfer once it reaches the Foundation’s account, an online contribution once the WayForPay payment service confirms a successful payment — not after a button click. Transfers, service payouts and progress updates may be delayed. The displayed counter does not replace accounting records and is not an individual receipt.
Campaign terms explain the included channels and treatment of fees, refunds, disputed transactions and currency conversion. A refunded online payment reduces the figure. Known delays or corrections are explained in updates. We do not promise an update frequency without a defined process.
Recurring online support through the website goes to the Foundation’s general Charter activities; a specific campaign accepts one-off contributions.
4. Stages and changes
- Active: contributions are accepted for the stated purpose.
- Fully funded: the financial target has been reached; purchasing or handover preparation may continue.
- Aid delivered: delivery is documented appropriately.
- Report published: a report on the specified use of funds is available.
A deadline is a planned date unless expressly stated otherwise. Reaching it alone does not confirm aid delivery. We communicate extensions, price or purchase-scope changes; decisions must respect agreed donation purposes.
Closing an underfunded campaign early does not mean its target has been reached. We explain the reason, actual amount and treatment of designated funds in a separate notice; we do not use the fully funded stage for this purpose.
For the report publication deadline, campaign closure means stopping new contributions after the financial target has been reached or fundraising has ended early. We state the closure date on the campaign page or in its update; it does not depend on completing purchases or delivering assistance. After closure, new online contributions to the campaign are no longer offered; a transaction already started or a bank transfer may arrive later and is handled under section 5.
5. Shortfalls, surpluses and impossible purposes
If a campaign falls short, we may consider an extension, additional financing or purchasing within the available budget, consistent with the agreed purpose and authorised decisions. We do not guarantee covering a shortfall from general funds.
Surpluses, savings, cancelled needs and late transfers remain subject to designated-fund accounting. A different purpose requires donor agreement or another appropriate legal basis. Choosing a “similar campaign” or posting an announcement alone does not replace required terms.
Where primary and alternative purposes were separately and lawfully agreed before transfer, we apply them within their established limits. New conditions are not added retrospectively to earlier contributions. Refund matters follow the Payment and refund rules and law.
6. Reporting and security
Reports explain receipts, spending, fees, purchasing or delivery, balances and their lawful use. The Foundation publishes a report within 30 calendar days after campaign closure. If purchasing or delivery of assistance is still in progress, we publish a report on receipts, spending and progress within that period and supplement it after assistance has been delivered and supporting documents received. Reports and supporting evidence are published to an accessible and safe extent on the campaign page or under Reporting.
Under section 8.4 of the Charter, information about donors or beneficiaries may appear in public reports only with their prior written consent. Under section 8.5, personal information about serving military personnel and the numbers and deployment locations of military units receiving assistance are confidential and excluded from public reports. We also remove unnecessary signatures, private contacts, payer account details, card and transaction numbers and other potentially harmful information. This does not remove accounting and mandatory reporting duties.
Under section 3.1 of the Charter, the Foundation may require beneficiaries to provide reports and evidence of designated use, including handover records, photographs, video and other documents. Receiving such evidence does not authorise publishing it in full.
The Foundation publishes quarterly financial reports under Reporting. This is the Foundation’s voluntary transparency standard; it does not replace mandatory reporting or statutory deadlines.
7. Enquiries and corrections
Email questions about campaigns, payment purposes or reporting errors to horizontdiy.help@gmail.com, giving the campaign code and issue. Material public corrections include a date and explanation.
